The Illinois State Department of Public Health Food Service Sanitation Code requires that all food service establishments that prepare and serve food shall be under operational supervision of a certified manager or supervisor 

Section 750.540, IL Food Code: "All food service establishments as defined in Section 750.10, except Category III facilities, shall be under the operational supervision of a certified food service sanitation manager.  Category III facilities do not require the operational supervision of a certified food service sanitation manager."
